A new operating levy means retroactive payments
to employees come first.
Based upon agreements with both
AFSCME and TFT if a new levy is passed members of both bargaining
units will receive retroactive payments and get a 1.5% increase
in salaries.
Based upon wage
data provided by the TPS Treasurer, J. Fortlage, in July 2004 the
district will owe its employees between $5 million to $6 million.
Salaries will increase by another $2 million – this will be an ongoing
cost year to year.
So the first
$8 million of the levy is earmarked for salary increases
that were negotiated based upon a new levy passing. In other words,
the Toledo Board of Education “mortgaged” any future tax revenues
to achieve labor peace instead of telling its employees that the
public trough was empty and it just could not be done.
